Rwandan Delegation for Technical and Vocational Education and Training Visits ZEPC

On November 28, a delegation from Rwanda’s Technical and Vocational Education and Training (TVET) sector, led by Mr. Augustin Buregeya, First Secretary of the Embassy of Rwanda in China, visited Zhengzhou Electric Power College. The visit aimed to further deepen cooperation in the field of vocational and technical education between China and Rwanda.

The delegation visited eight key training facilities on campus, including the Huawei Developer Innovation Center, the Wind Power Operation & Maintenance Virtual Simulation Training Room, the Photovoltaic Power Station Operation & Maintenance Training Room, the New Energy Industry-Education Integration Training Base, and the 220kV Smart Substation Training Base. They also observed a classroom session for South African international students, witnessing drone-based inspection training and real-time practical instruction. The delegation gained a first-hand understanding of the college’s industry-driven and profession-linked teaching model, as well as the distinctive “Chinese language + vocational education” approach.



A roundtable discussion followed the campus tour. Attendees included Yang Yibo, Secretary of the Party Committee of the college, and Yang Xiaokun, Vice President, who also chaired the meeting. Also present were Tao Shiqi, Director of the Industry-Education Integration Division at the China Electricity Council’s Training Center; Fan Qiangqiang, General Manager of the International Department of Beijing Henghua Technology Co., Ltd.; Ji Weizheng, Senior Expert at Henan Jiuyu Tenglong Information Engineering Co., Ltd.; and relevant leaders from the School of Electrical Engineering and the International Exchange and Cooperation Department of the college.


In his remarks, President Yang Yibo welcomed the delegation and gave a brief overview of the college. He highlighted the success of the China-Africa Electric Power Silk Road Institute, co-established with Forever TVET Institute in Rwanda, the first Chinese overseas electric power vocational institute. He noted that 119 first-year students are currently enrolled in the “Smart Power Technology” and “Computer Software Technology” programs and enjoying a fulfilling academic experience. This visit served as both a reflection on past achievements and an opportunity to deepen educational cooperation. He reaffirmed the college’s commitment to cultivating globally competent professionals and contributing to the China-Rwanda community of shared future and long-term friendship.

Ji Weizheng, technical expert from Jiuyu Tenglong, introduced the company’s achievements in fields such as intelligent terminals, autonomous drone inspection platforms, and coordinated control systems for distributed energy, all based on advanced power technology. He expressed the company’s continued support for the college in ICT-integrated teaching and looked forward to resource-sharing and win-win cooperation through this exchange.

Mr. Augustin Buregeya, First Secretary of the Rwandan Embassy in China, emphasized that the MOU signed among the Rwanda TVET Board (RTB), Forever TVET Institute, and China Electricity Council has created opportunities for cooperation in vocational training, the power sector, and human resource development. The Rwandan government now regards technical and vocational education as a key pillar of national economic transformation. He expressed hope for stronger collaboration with China in TVET training, resource sharing, and digital teaching systems.


Mr. IZABAYO Narcisse, School Manager of RTB, also affirmed that the tripartite MOU clearly defined the direction of future cooperation. He expressed interest in expanding collaboration with our college in areas such as smart power, new energy vehicle technology, and power transmission and distribution engineering.


The China-Africa Electric Power Silk Road Institute stands as a symbol of not only educational collaboration, but also the enduring friendship between China and Rwanda. The visit deepened mutual understanding and built consensus. Through education and talent development, both parties aim to promote multi-dimensional cooperation in green economy development, new energy industrial chains, and industry-education integration. Going forward, the two sides will continue to uphold the principles of complementary advantages and resource sharing, expand cooperation areas, raise cooperation levels, and jointly advance the development of a high-quality China-Rwanda community of shared future.
